Moving to Penang from India is realistic in 2026, and this guide covers the visa timing, the neighbourhoods and the customs rules that catch movers out.

Why Penang Works for Indian Professionals and Freelancers

Penang suits Indian remote workers because Malaysia offers a nomad visa open to Indian citizens, the island has an established expat rental market, and private healthcare is easy to access. There is also a tech and manufacturing zone at Bayan Lepas, though working for a local employer needs a different visa from the nomad pass.

Penang Island costs more than the rest of peninsular Malaysia, and a long-term resident says prices keep rising. Budget for affordable, not cheap.

It suits three kinds of people: solo freelancers who want walkable, food-first living, families who want international schools, and tech workers who want a short commute.

Where to Live in Penang: Areas Compared

George Town is the heritage core and the usual pick for solo remote workers. It is also the busiest part of the island and the centre of tourism, according to Expat Living.

Gurney Drive and Pulau Tikus are the premium addresses. One listing site puts Gurney at a 30 to 50 per cent premium over George Town for comparable flats. A property firm says buyers on tighter budgets, many from India, tend towards Gurney Beach, PG 1 and Gurney Park.

Tanjung Tokong and Tanjung Bungah on the north coast are the family choice. Dalat International School and Tenby International School are both in Tanjung Bungah.

Bayan Lepas and Bayan Baru are the practical tech-belt option with lower rents. There is no rail. The planned LRT line was not operating as of Q2 2026 and is targeted for around 2030, so do not rent on the promise of a station.

The honest caution: rent guides disagree sharply. One lists George Town and Gurney two-bedroom condos at RM2,800 to RM4,500, while another puts George Town at RM1,500 to RM3,000. Treat every online figure as a starting point, and view in person before paying a deposit, especially in older buildings.

Visa Options for Moving to Penang from India

The most stable long-term route for Indian freelancers and remote employees is the DE Rantau Nomad Pass, a Professional Visit Pass run by MDEC, Malaysia’s digital economy agency. It is open to all nationalities except Israeli citizens, and applicants do not need to be in Malaysia when they apply.

The pass runs for 3 to 12 months and can be renewed once, for a maximum of 24 months. Tech and digital roles, which include digital marketing and digital content creation, need annual income above USD 24,000. Non-tech roles such as consultants and marketing managers need above USD 60,000. One tax guide lists the fee as RM1,000 for the main applicant and RM500 per dependant. You cannot work for a Malaysian employer on it.

Short-stay entry is shakier. Indian citizens can currently enter visa-free for 30 days, and the immigration department’s list still shows that exemption ending on 31 December 2026. We found no official extension as of 1 October 2026, so do not build a 2027 plan on it. The exemption does not cover work, and the Indian High Commission has warned about travellers refused entry. Malaysia My Second Home (MM2H) is the permanent-minded alternative, with Silver, Gold and Platinum tiers built around large fixed deposits. Published figures conflict between sources, in both currency and amount, so check the official MM2H portal rather than any blog number.

The nomad pass carries no special tax exemption. Ordinary Malaysian residency rules apply, broadly a 182-day test. Speak to a chartered accountant about your Indian tax position before you leave.

Healthcare and Health Insurance

Gleneagles Hospital Penang and Penang Adventist Hospital are the two private hospitals expats name most often, and most private hospitals accept international insurance. Foreigners pay higher rates at public hospitals, which is why most expats go private. Ask your insurer whether it offers direct billing. When to Arrive and What Daily Life Looks Like
